Hello bacteria finds difficult to live with high salt concentrations. It also draws moisture from the meat from drying out in the process if it is done by the method of dry salt. If this has made in salt water, must be concentrated brine so that it will not live long. Smoking is "cooking" the meat is very, very slowly to the water in the meat dry, and it slows the growth of bacteria, because they require to thrive in wet conditions generally.
